I believe you're asking about these:

Normal Users: brown
Regular Users: green (requirement: 100 posts)
Power Users: bold green (requirement: 1000 posts, active / intelligent, good post content)
Super Moderators: bold black
Admins: bold orange
Donors: bold blue
Goddesses: bold purple

I think he is refering to the default user titles that automatically given by the forum setting.

Militia: 10 posts
Footman: 25 posts
Rifleman: 50 posts
Sorcerer: 100 posts

It's a glitch in the forum system. Some regulars may have to inform the admins to change their color manually. Anyway, vendetta87 is green now.

Yes, PR Staff is a User Group for our Public Relations Department related projects and the use of Outside Consultants, such as joemcdoe.

Currently, we don't have any major Projects running in PR. But who knows for 2010(?).
