All guys have this "problem" that we want to stare at the hotties. It's just a matter of what you choose to do, and what affects your choice.

Say some fine girl with really tight shorts and a perfect ass walks by you.

Some of us choose to be polite/proper/whatever and not stare/follow with our eyes.

Others of us say, what the hell, I'm going to stare if I like it.

Others of us don't stare when we're with friends, but stare when we are with strangers. Or maybe we are really self-conscious and will only stare if no one can see us, or pretend not to look but look anyways.

So if you have ever been "perving" on a a girl, you're a pervert. It's just whether you are a discreet pervert or an open one. Basically 99% men are "perverts" by this bastardized definition.

I am usually a discreet pervert, i.e. I try to hide it.

I agree with the concept for what is a pervert. Mostly it is a degree thing. To some having sex with your wife with the lights on would be perverted while to others doing it in the store in front of 1000s would be perverted.
